Ed Carubis joined ESRI (Environmental Systems Research Institute) in 2005 as a Senior Consultant in the Professional Services group for Health and Agriculture and currently serves as Senior Program Manager for State and Local Government Services. Ed is a thought leader on the innovative use of GIS in local government applications, public health and health care delivery solutions. He is actively engaged in projects ranging from real-time health emergency geographical information systems to spatially-enabled workflow applications in an integrated IT environment.
Prior to joining ESRI, Ed served for 8 years as the Chief Information Officer of the New York City Department of Health and Mental Hygiene (DOHMH). At DOHMH, he was directly responsible for the planning, development and utilization of technologies in response to the unique challenges faced by NYC in recent years, including the first appearance of West Nile Virus, the World Trade Center disaster, the NYC anthrax attacks, and the northeast blackout.
Ed Carubis’ work at ESRI is driven by his commitment to better prepare the U.S. and abroad for large-scale disasters and disease outbreaks, both natural and those brought about by terrorism, and a strong belief that the use of GIS technology is the key to effectively managing these events. He is internationally recognized for the development of award-winning technology solutions in the areas of disease surveillance and response, case management, person-based registries, and mobile inspection systems. He has shared his experiences and perspectives on public health and domestic preparedness widely, testifying before the U.S. Congress and the New York City Council and at numerous conferences and lectures across the country.
